Biography
John has been a Director of the London Investment Banking Association (LIBA) since July 2000. He is currently heavily involved in LIBA’s work on the Code of Conduct and target2-Securities. In addition to clearing and settlement issues, his responsibilities include LIBA’s work on possible exchange consolidation, securities trading issues generally, exchange fees, conflicts of interest, enhanced disclosure and market abuse.
During his time at LIBA, John has led LIBA’s work on the proposals for a clearing and settlement directive and its work on the prospectus and market abuse directives, as well as contributing to work on the Markets in Financial Instruments Directive.
Before joining LIBA, John spent three years working for capital markets solutions consultancies, covering IT and regulatory issues in the fields of trading and settlement. This included a project analysing the business requirements for a new settlement system in a European country. Previously, as a Senior Executive at the Securities and Investments Board (now the FSA), he had responsibilities encompassing exchange supervision, market infrastructure providers and the CREST regulatory approval process. During a short period at the Bank of England as an Adviser in the Financial Markets and Institutions Division, he focused on equity capital market issues, drawing on six years’ experience as a corporate broker, dealing primarily with smaller UK companies. He qualified as a solicitor [lawyer] and practised company and commercial law for two years, having taken a degree in Politics, Philosophy and Economics from Oxford University in 1979.
John is familiar with the way that market practices, the requirements and policies of regulators and legislative provisions interact.
SESSION ONE: THE FUTURE LANDSCAPE FOR EUROPEAN EXCHANGES
As the world takes stock of the worst global recession in a generation, the exchanges industry continues to face its own “perfect storm” of declining volumes, lower trading costs and increased competition. In light of this, three leading figures from the industry will each present a 20 minute address outlining their perspectives on how European exchanges can weather this storm and what shape the market will take going forward.

Mark Hemsley is chief executive of BATS Europe, a fast-growing pan-European multilateral trading facility (MTF) owned by BATS Global Markets. Mr. Hemsley was previously managing director and chief information officer at LIFFE, working in its market solutions group. At LIFFE from 2001-2004, he won major contracts with top exchanges and transformed the technology organization to capture greater revenue from its exchange businesses. A LIFFE board member, he was also heavily involved in the sale of LIFFE to Euronext, the predecessor company to NYSE Euronext. Mr. Hemsley also previously held executive roles at Deutsche Bank GCI and Credit Suisse First Boston.

Cees Vermaas joined the Euronext Cash Markets as Head of Cash Market Netherlands in December 2001. In May 2009, he was appointed Executive Vice President, Head of European Cash Markets with responsibility for NYSE Euronext’s European cash trading business, including equities, fixed income, operations, projects and business development.
As part of his previous responsibilities, Cees managed all the commercial aspects of securities trading across the Euronext locations in Europe, and was also responsible for delivering the global cross-selling synergies arising from the April 2004 merger of NYSE and Euronext. The primary objective of his new role is to expand the Exchange’s strong equities franchise in Europe.
Cees began his career in 1992 as Head of IT for a well-known Dutch franchise company within the Philips Group. At that time he developed and implemented an innovative electronic data communication network (EDI) and assisted in the development of a successful franchise formula for the entertainment industry in the Benelux region. He first came into contact with the banking and insurance sector in 1997.
Between 1995 and 2001, Cees held a variety of positions in The Netherlands, ranging from Commercial Director of IT firm IMC Business Applications to Management Consultant for both Getronics and CMG Logica. Between 2000 and 2001, he was Programme Manager, responsible for the changeover from Euronext’s Dutch equity quote-driven market model to Euronext’s current order-driven model.
Cees graduated in technical business administration from the Institute of Technology in Rijswijk, The Netherlands.

Mr Gabor Kutas is co-owner and board member at QUOTE MTF, a new European alternative equities trading platform. Along with QUOTE MTF, he also runs his own capital market consultancy firm, advising brokerage companies, asset managers and pension funds on product development and sales strategy.
Previously, he headed business development and communication at Budapest Stock Exchange, where he was responsible for product and sales strategy, statistics, research and marketing. Earlier he worked in sell side positions in investment banks in London, and in sales at Xetra, Deutsche Börse’s cash market segment in Frankfurt.
Mr Kutas sits on the Hungarian Mifid Consultation Panel and serves as a non-executive director for AXA Premium Pension Fund in Hungary.
Mr Kutas received his MSc in International Finance with distinction from CERAM ESC, France and his MPhil from Université de Nice, France. Earlier, he studied at the University of Economics Vienna, Austria and at the University of Manchester Institute of Science and Technology, UK.
Mr Kutas collects Central European art from the first half of the 20th century.

Mark Howarth was appointed Interim Chief Executive Officer, Chi-X Europe, in March 2009. Mark joined Chi-X Europe from Chi-X APAC, where he served as Chief Operating Officer of the Asian business since May 2008, covering all of Chi-X's regional businesses in Australia, Hong Kong, Japan, Singapore, and ASEAN. He previously spent two years as CEO of Thomson Financial in Asia Pacific, based in Hong Kong. His professional background is in institutional equities, starting out with Merrill Lynch and UBS in London, followed by a series of roles at Instinet in Europe, Japan, and Hong Kong.

Biography
Eli was appointed as Turquoise's chief executive in October 2007. He was formerly a managing director in Morgan Stanley's European Sales & Trading Division, where he oversaw the electronic trading business for equity and fixed income products. Eli joined Morgan Stanley in New York in 1993 in derivatives risk management before developing and leading a business around portfolio analytics and electronic trading. In London since 2001, Eli served as co-chair of the FIX Steering Committee for Europe, Middle East and Africa from 2004 to 2006. Eli received his Sc.B. in physics from Brown University in Rhode Island, and his Ph.D., also in physics, from New York University. From 1991 to 1993, he was a post-doctoral Research Fellow at Harvard University.

Prior to joining NASDAQ OMX Europe, Ms. Crosswell was a Partner and the head of Business Development at Pension Corporation, a London-based pension management firm.
Prior to joining Pension Corporation, Ms. Crosswell was head of International Listings for The NASDAQ Stock Market, Inc. While with NASDAQ, she was responsible for non-U.S. IPOs and managing NASDAQ's relationships with its overseas listed companies through representatives based in London, New York, Hong Kong, Bangalore, and Beijing.
Ms. Crosswell has also held a number of management positions at The London Stock Exchange, including Head of International Business Development. She has a BA (Hons.) in French from the University of Southampton.

He was Director of Market Operations in the five years prior to this and a Member of the Management Board of SIX Swiss Exchange from 2003. Lee began his career in the Markets Division of the London Stock Exchange, where he worked for nine years and is an alumnus of Harvard Business School.

As one of the industry’s foremost innovative thinkers, Chris joined NYFIX in October 2006 to lead the global development and launch of Euro Millennium, the multi lateral trading facility for pan-European listed cash equities. Prior to this, Chris worked with a number of global financial organizations including Reuters, Trade Web and the Swiss Stock Exchange. In the early 90’s, as a member of the senior management team of Thomson ESG (Omgeo), Chris spear headed the evolution of the trade confirmation process by founding and driving the global initiative to introduce Electronic Trade Confirmation (ETC) which is today a worldwide industry standard. Chris was recently awarded with the Lifetime Achievement Award at Operations Management, 2008 for his work on ETC.

Clemens Reuter is Head of Client and Product Management and is responsible for the development and growth of all products of SIX Swiss Exchange.
Mr Reuter began his career in the financial services industry in 1990 as an apprentice at Deutsche Bank AG in Düsseldorf, Germany. He relocated to Atlanta, Georgia in the United States as Vice President of Institutional US Equity Sales at Wachovia Securities, where he covered Austria, Germany and Switzerland. Prior to joining the SWX Swiss Exchange in 2000, Mr Reuter worked in Foreign Exchange Sales at the London, New York and Zurich trading desks of Credit Suisse First Boston.
Mr Reuter was born in Cologne, Germany in 1968. He graduated from the University of Applied Sciences Cologne as a Diplom Betriebswirt (Bachelor of Science in Economics). Mr Reuter is married and lives in Zurich. In his free time, he enjoys golf, skiing, cycling and travelling.

Based in London, John Barker heads the EMEA region for Liquidnet—the world’s institutional marketplace. John is responsible for the growth of Liquidnet througout the EMEA region, ensuring Liquidnet’s buy-side Members enjoy an expanding liquidity pool and achieve best execution. Prior to joining Liquidnet in June 2001, John served as Head of Equity Operations at Tokyo-Mitsubishi International—a Japanese international bank based in London—and as Head of Trade Support for Deutsche Bank (also in London). From 1988 to 1998, John was Director of Operations at Instinet Global Services Limited. In this role, he was responsible for successfully implementing Instinet’s SETS trading capability in London, as well as the introduction of the CREST settlement system throughout the UK and Ireland and the remote membership model used with the Swedish Stock Exchange. Before 1988, John held leadership roles at Yamaichi International (Europe) and Midland Bank/HSBC.

Robert Boardman is Director, Head of Electronic Trading for ITG in Europe. Between 2006 and 2008 he headed up ITG’s algorithmic business in Europe, which is part of the electronic trading group.
Before joining ITG in April 2006, Boardman spent 12 years at Goldman Sachs where he held various positions, including executive director in the electronic transaction services sales team. He also led a team in implementing direct market access, algorithmic trading and arbitrage strategies for institutional investors and hedge funds. Prior to that he was head of connectivity in the equities division.
Robert Boardman was educated at Oxford University where he gained undergraduate and post-graduate degrees in particle physics.

Biography
David is Head of Markets Infrastructure and Policy at the Financial Services Authority, where his responsibilities encompass the supervision of the UK's exchanges, other trading platforms, and clearing and settlement services, and both primary and secondary markets policy issues. The Department also takes responsibility for the FSA's capital markets sector team. Key current challenges include: ensuring that the implementation of the markets aspects of MiFID proceeds smoothly, both domestically and, working with European counterparts, across Europe; and the regulatory consequences of greater global integration and competition in primary and secondary markets.
Before joining the FSA in January 2005, David spent nearly 20 years at Her Majesty's Treasury, latterly as Head of Capital Markets and Governance, with responsibility for the Department’s policy towards securities and wholesale financial markets, prudential capital standards, accounting and auditing issues, corporate governance and company law. David is an economist by training, with degrees from Cambridge University and the London School of Economics.

Tom Isaac is Global Head of Financial Institutions Client Sales Management for Intermediaries (Universal Banks, Broker Dealers and Infrastructures). Prior to this nomination, Tom was the Head of Client Management for Financial Institutions, EMEA. Tom joined Global Transaction Services (GTS) in January 2003 and before his move to GTS he was the Head of UK Banks and Brokers for Global Relationship Banks (GRB), where he was the team leader and relationship manager for 6 years. He began his banking career in 1993 in London with Citi and other areas he has worked in are: Global Securities Services, the Financial Institutions strategy team and the Foreign Exchange business.
Born in Oxford, Tom Isaac received an M.A. in Civil Engineering from Churchill College, Cambridge in 1987 and an M.B.A. from the Open University Business School in 1993. Before joining Citi he served as an officer in Royal Engineers (British Army) in the Gulf War, Canada, Denmark, the Falkland Islands, Germany, Kenya, and the UK. Tom is Cambridge rugby blue and coaches junior rugby in Kent.

It is argued by some that transparent and meaningful competition in the exchanges market can only truly be achieved if there is mandated pan-European consolidated tape. Equally, it could be argued that such a move would severely punish incumbent exchanges and unduly reward their MTF rivals. Biography
Hirander Misra is Chief Operating Officer of Chi-X Europe Limited and was one of the founding Directors of the company. Hirander was instrumental in taking the company from concept to reality resulting in a successful launch on 30th March 2007.
Previous to this Hirander held a variety of roles in the electronic trading space during his 8 year tenure with Instinet, most notably SVP Head of Product Development and Head of the European Exchange Linkages Group, delivering Instinet Europe's direct exchange connectivity product suite and launching the first European Smart Order Routing system.

Andrew Allwright joined Reuters in March 2005 to shape the information vendor's response to the new European MiFiD (Directive on Markets in Financial Instruments) regulation. In this role he has represented Reuters externally in discussions about MiFID implementation with clients, regulators and industry associations. Within Reuters, Andrew defined the market requirements driven by MiFID and helped to shape the solutions delivered to meet these and remains the main point of contact on the firm’s MiFID propositions. Since January 2008 Andrew has also been responsible for the Thomson Reuters Execution Analytics business outside of North America.
He was previously a Director within CSFB's London-based Equity COO team. During his time at CSFB Andrew was the representative on the LIBA Securities Trading Committee dealing with market infrastructure, competition and regulatory initiatives.

Petr Koblic, a graduate of the University of Economics Prague, began his career in Živnostenská banka in 1993 as a financial market dealer. In 1997, he was promoted to the position of deputy director of the Treasury Department. During 1997–1998, he worked at Patria Finance, where he was responsible for institutional client sales. In June 1998, he moved to CA IB Securities’ where he headed trading activities, and in 2000 he was appointed to the Board of Directors, of which he was Chairman from January 2002. After the transfer of CA IB’s activities into HVB in 2003, he worked as a Director of the Private Banking and Asset Management Division in HVB Bank Czech Republic.
Mr. Koblic holds a local broker’s license and has received a Series 7 brokerage license in the United States. Until 2004 he was a member of the Board of the Association for the capital market (AKAT). In 2001, the Association for capital market proposed Mr Koblic as a representative of its members in the Board of Directors of Investor Compensation Fund. From spring 2001 to November 2007 he was a Chairman of the Board of the Fund. Since 2006 is Mr. Koblic a member of the Board of CMC, the Graduate School of Business and from November 2007 a member of the Board of Unicorn College s.r.o.
Mr. Koblic was elected as a Chairman and CEO of Prague Stock Exchange in September 2004. He is also Chairman of the Board of Univyc, the Exchange’s settlement and clearinghouse subsidiary and Chairman of the Exchange’s Listing Committee. In February 2007, he was named as a Chairman of the Exchange Chamber of the Prague Energy Exchange.

Prior to joining NASDAQ OMX Europe, Ms. Crosswell was a Partner and the head of Business Development at Pension Corporation, a London-based pension management firm.
Prior to joining Pension Corporation, Ms. Crosswell was head of International Listings for The NASDAQ Stock Market, Inc. While with NASDAQ, she was responsible for non-U.S. IPOs and managing NASDAQ's relationships with its overseas listed companies through representatives based in London, New York, Hong Kong, Bangalore, and Beijing.
Ms. Crosswell has also held a number of management positions at The London Stock Exchange, including Head of International Business Development. She has a BA (Hons.) in French from the University of Southampton.

Rainer Riess is Member of the Management Board of the Frankfurt Stock Exchange and Managing Director XETRA Market Development at Deutsche Börse. Currently, more than 250 member institutions from 19 countries use the Xetra system. Altogether, the cash market of Deutsche Börse comprises of more than 380,000 stocks, bonds, exchange-traded and actively managed funds, certificates and warrants.

Bob Fuller is one of the founders and the CEO of Exchange Axis Ltd, new independent service company looking to provide MiFID compliant Best Execution smart order-routing services to its clients. It will utilise very low latency market data from Fixnetix and very fast processing technology from Millennium Information Technologies Ltd to connect to multiple European trading venues, including Exchanges and MTF’s.
He is also a non –Executive director of Fixnetix Ltd.
He was Chief Executive Officer of Equiduct, an organisation created to provide MiFID compliant trading services and equity best execution on its Belgian regulated pan-European electronic exchange. As CEO, Bob was responsible for driving Equiduct’s phased roll-out plan and developing a broad range of service propositions to help European financial institutions via its own Pan-European regulated exchange or as a white label product to systematic internalisers or financial institutions that want to operate their own trading facilities. Equiduct’s goal is to help organisations cut the cost of their MiFID implementation.
Bob Fuller joined Equiduct from his previous position as Director of IT Strategy at Dresdner Kleinwort (DK), where he focused on infrastructure, exchange connectivity, Swift connectivity and centrally-cleared products including exchange-traded derivatives, equities and bonds. In addition to his work at DK, Bob was also co-chair of the IT sub group for the MiFID Joint Working Group set up to evaluate MiFID legislation and its impact across Europe.
Earlier in his career, Bob Fuller was co-chair of the GSTPA Technology Committee from 1999-2001. Other roles included Managing Director of a software company specialising in middleware and wholesale banking data warehousing. Prior to this, he was director of Charterhouse Bank responsible for the middle office and IT development for complex financial engineering. From September 1997 to April 1998 he was Deputy Head of IT at Pru Bache Securities (UK) Ltd and from April 1987 to August 1997 he was Vice President, Group at Chemical Bank various roles including Internal Audit, Deputy Financial Controller, Head of Off-Balance sheet systems and Head of Securities Settlement.

Trevor Spanner is the Chief Operating Officer of EuroCCP, a subsidiary of The Depository Trust & Clearing Corporation (DTCC). Headquartered in London, EuroCCP was formed to provide clearing and settlement services for a wide range of multilateral trading facilities across Europe. It initially began clearing pan-European equity trades for the Turquoise MTF in August 2008 and has since been chosen to clear for NYSE Arca Europe, SmartPool, Pipeline and SecFinex. Most recently EuroCCP has announced an innovative partnership with Omgeo to develop CCP functionality in the Prime Broker/Hedge Fund space.
At EuroCCP Trevor oversees day to day service delivery and risk management. In addition he is closely involved in expanding the business and product development.
Before joining EuroCCP in 2007, Trevor was Head of European Operations at Merrill Lynch, and previous to that was a Managing Director at UBS. Throughout his career, he has been actively involved in market and infrastructure projects at a firm and industry level.
A graduate from Kent University in England he is also a Chartered Accountant and an Associate member of the Association of Corporate Treasurers.

As a member of the Executive Committee he has responsibility for the efficiency, integrity and development of the Irish Stock Exchange’s markets for traded securities. He also overseas business development and the management of relationships with strategic partners for trading, clearing and settlement, as well as being responsible for the Exchange’s IT strategy and its overall operations.
He has been an active participant on behalf of Ireland’s capital markets in the development of securities law in the European Union, including as a member of the CESR Consultative Panel on the Markets in Financial Instruments Directive. Domestically he has served on a number of Ministerial Working Groups and is Chairman of the cross-industry Irish Market Advisory Committee. He is also Chairman of the Dematerialisation Implementation Group which is taking a lead role in advocating the full dematerialisation of Irish equities. He is a director of the Irish Investor Compensation Company.
Brian’s graduate and postgraduate studies were in the areas of Economics and Finance. He is a fellow of the Institute of Chartered Accountants in Ireland and a member of the Securities and Investments Institute.
