For decades, the UK spent less per head and less as a proportion of its wealth on health care than its European neighbours. In 2002, the Wanless Review found that the health service had been underfunded by £200 billion over the last 30 years and concluded that, in order to meet people's expectations and to deliver the highest quality over the next 20 years, spending on the NHS should rise to £184 billion a year.
